The Local Government Board of the Pamplona City Council He has approved in his session today the tender of the new contract of the limited parking service on public roads.

It is a contract that includes the management of the one known as the blue zone, and that also adds all the deterrent parking lots, the crane service and the restricted access control to the old town and the low emissions areas, to carry out a comprehensive management.

The Pliego requests proposals to implement new tools, systems or means of payment. In this area, given the growing use of mobile payment, the specifications contemplate the withdrawal of almost half of the parking meters on public roads.

In total, the City Council has 900, of which there are 863 in use in the street.

After the adjudication of the contract, the municipal technical personnel will define, together with the winner, the 450 parking meters that will remain on the public road providing service. A maximum of 50 of them will be relocated to other places. In addition, 50 parking meters will be provided with the updated system that will be in reserve for use. Therefore, 500 units must be adapted. The 413 parking meters that will withdraw from public roads will be in deposit in municipal offices.

13.7 million annually

The annual amount of the contract is 13.7 million euros that, multiplied by the four years of validity, shows a total sum of 54.8 million euros.

The new contract between October 1 is expected to be in force, once the previous one ended on October 31, 2023. This new tender already includes the different extensions that were made in the previous one with the commissioning of the blue zone in San Jorge, Txantrea and Rochapea in 2021, and the management of the nine deterrent parking lots that are operational and the four that will be incorporated this year. In addition, at the crane service that was originally imitated to specific schedules and conditions, the integral management of the crane service and municipal deposit is added, which was previously tendered in an independent contract, to avoid duplication and dysfunctions, and optimize material and human resources.

The new technologies and new forms of control based on vehicles with cameras, allow to use personnel assigned to the contract to other tasks. Thus, the control of the restricted access zones is included in the new tender, which is currently carried out by municipal police, and controlled access to low emissions zone. In this way, municipal police will be released to perform exclusively police functions.

New payment tools

The new contract will be published in the next few days in the Navarra Contracting Portal, which will mark the deadlines for the presentation of offers. For its award, the technical offer (up to 45 points), the economic (up to 31 points), social and environmental aspects (up to 10 points) and the commission to the citizenship (up to 14 points) will be valued. This last section wants to prevail the offers that do not carry any commission to the user for paying the rates for parking with their mobile phone.

Among the improvements raised in the technical specifications, offers that propose control and unloading zones control systems will be assessed with the support of new technologies and parking solutions for neighbors in saturated areas (old town and widening).
